William P. “Bill” Cliatt – General Partner.  Bill Cliatt graduated from the University of Georgia in 1959 with a Bachelor of Business Administration degree and a concentration in Real Estate.  After college, Bill obtained a real estate sales license, working as an agent with the Woodruff Brown Company, and later received a commission as an active duty military officer, receiving an honorable discharge in 1963.  After serving in the military, Bill became Assistant Vice President of American Federal Savings and Loan in Columbus, Georgia with assignment as assistant appraiser for 5 ˝ years.  He was designated as an SRA (Senior Residential Appraiser) by the Society of Real Estate Appraisers (which later merged with the Appraisal Institute) in 1968 and formed Cliatt Appraisal Company in 1969, performing independent fee appraisals for local mortgage companies, attorneys and individuals at that time.  Bill served as president of the Columbus, Georgia Chapter of the Society of Real Estate Appraisers in 1969 (Chapter 172), an office in which he also served in 1981 and 1986.  Bill also served as a member of the Board of City Tax Assessors for Columbus, Georgia for 1969 and 1970, then served as the first chairman of the Columbus, Georgia Metropolitan Board of Tax Assessors after City / County consolidation from 1971 to 1972.  He received his Georgia Real Estate Brokers License in 1971 and subsequently formed Commercial Realty and Consulting Company which has been in continuous operation since that date (Sales, real estate management and consulting).  Bill earned the designation of SRPA (Senior Real Property Appraiser) in 1981 and, after the merger between the Society of Real Estate Appraisers and the Appraisal Institute, he served as the president of the Columbus, Georgia Chapter of the Appraisal Institute in 1993.  Bill has performed thousands of real estate appraisals for residential and commercial properties, farm and timberland properties, Right of Way Acquisition appraisals, estate appraisals, courtroom testimony, and is qualified as an expert witness.  In January, 2000, Bill became the General Partner in the firm of Cliatt & Norris Appraisals, LLP.  Bill’s clients include all levels of governmental agencies, major lending institutions, insurance companies and utility companies, Federal National Mortgage Association (Fannie Mae), railroads, real estate agents, brokers, attorneys and individual property owners.

William B. “Will” Cliatt – Limited Partner received his BBA in Finance from Columbus College in 1985. He also attended the University of Georgia and Auburn University. Will is a certified general real property appraiser for the state of Georgia. Will received his Georgia Real Estate License in 1986. Appraisals completed include commercial, light manufacturing, rural acreage, farmland & all types of residential properties. Will has completed many high quality residential home appraisals. He has also completed appraisal review work, condemnation appraisals and has conservation easement appraisal experience. Qualified as a Level II appraiser with the Georgia Department of Transportation. Clients include local, state and federal governmental agencies, major lending institutions, insurance and utility companies, attorneys and individual property owners with a concentration in residential, commercial and rural acreage property appraisals. Will has property management experience in residential and commercial properties. His courtroom experience consists of being a qualified expert witness. Will was elected to the Harris County, Georgia School Board in 1998, and re-elected in 2002 and 2006. He serves in search committee for land acquisition for Harris County School Board.

Rick L. Norris - Limited Partner.  Rick began his appraisal career with the Muscogee County Tax Assessor’s office in 1987 as a commercial appraiser, defending real property values before the local Boards of Equalization for ad valorem purposes and was a member of the GAAO (Georgia Association of Assessing Officials) from 1987 to 1993.  Rick received his BBA in General Business from Sam Houston State University in December, 1991 with a concentration in finance and became an independent fee appraiser May, 1993 working with Cliatt Appraisal Company.  Rick became a limited partner in Cliatt & Norris Appraisals LLP in January, 2000 and is Qualified as Level II appraiser with the Georgia Department of Revenue, and a Level IV appraiser with the Georgia Department of Transportation.  Rick has qualified as an expert witness in both Superior Court and Federal Bankruptcy Court.  Also, Rick is a certified general appraiser in Alabama and Georgia, and began serving on the Harris County Board of Assessors as a board member and chairman since 2004.  Appraisals completed include commercial and light manufacturing properties, condemnation appraisals, estate appraisals, rural acreage, farmland, and residential properties. Clients include local, state and federal governmental agencies, major area lending institutions, insurance and utility companies, attorneys and individual property owners, with a concentration in condemnation, commercial appraisals and rural acreage properties.
